加油站油气回收检测技术流程及现场检查要点
一、加油站油气回收检测概述
1、 Overview of Oil and Gas Recovery Testing at Gas Stations
01检测方法液阻检测方法。以规定的氮气流量向油气回收管线内充入氮气,模拟油气通过油气回收管线。用压力表或同等装置检测气体通过管线的液体阻力,了解管线内因各种原因对气体产生阻力的程度,用来判断是否影响油气回收。密闭性检测方法。用氮气对油气回收系统加压至500Pa,允许系统压力衰减。检测5min后的剩余压力值与表2规定的非常小剩余压力限值进行比较,如果低于限值,表明系统泄漏程度超出允许范围。气液比检测方法。在加油枪的喷管处安装一个密合的适配器。该适配器与气体流量计连接,气流先通过气体流量计,然后进入加油枪喷管上的油气收集孔。所计量的气体体积与加油机同时计量的汽油体积的比值称为气液比。
01 Detection method: Liquid resistance detection method. Inject nitrogen into the oil and gas recovery pipeline at a specified nitrogen flow rate to simulate the passage of oil and gas through the pipeline. Use a pressure gauge or equivalent device to detect the liquid resistance of gas passing through the pipeline, understand the degree of resistance caused by various reasons in the pipeline to determine whether it affects oil and gas recovery. Sealing testing method. Pressurize the oil and gas recovery system with nitrogen to 500Pa, allowing the system pressure to decay. Compare the residual pressure value after 5 minutes of testing with the minimum residual pressure limit specified in Table 2. If it is lower than the limit, it indicates that the degree of system leakage exceeds the allowable range. Gas liquid ratio detection method. Install a tight fitting adapter at the nozzle of the fuel gun. This adapter is connected to a gas flow meter, and the airflow first passes through the gas flow meter before entering the oil and gas collection hole on the nozzle of the fuel gun. The ratio of the volume of gas measured to the volume of gasoline measured simultaneously by the fuel dispenser is called the gas-liquid ratio.

3.气液比检测二、加油站油气回收检测流程1检测前的准备2通知被测单位提前设备自检现场检测前先和被测单位取得联系,要求油气回收装置的施工、安装单位人员先期到达被测单位进行设备自检,要求管道无泄漏,对所有用于油气回收装置的各个零部件的工作状态进行调试,确定其工作正常、稳定。

3通知被测单位做好检测准备检测工作具体时间需提前通知被测单位,要求做好满罐存油准备以有利于检测,在检测之前24小时内不允许进行气液比检测,在检测前3小时内和在现场检测过程中,不得有大批量油品进出储油罐,在检测前30分钟停止加油作业。用安全围栏圈定现场检测区域、油罐并操作区域,提出安全警示,现场准备消防设施(干粉灭火器、石棉毯等),非现场操作人员不得进入相关区域。现场工作人员需按照相关安全要求更换防静电工作服、关闭所有通讯设备、车辆熄火、不许携带火源等,严格遵守被检单位的其他要求。
3. Notify the tested unit to prepare for testing. The specific time for testing should be notified in advance, and it is required to prepare for full tank storage to facilitate testing. Gas liquid ratio testing is not allowed within 24 hours before testing. Within 3 hours before testing and during on-site testing, there should be no large quantities of oil entering or leaving the storage tank. Refueling operations should be stopped 30 minutes before testing. Use safety fences to delineate the on-site inspection area, oil tank and operation area, issue safety warnings, prepare fire-fighting facilities on site (dry powder fire extinguishers, asbestos blankets, etc.), and non on-site operators are not allowed to enter the relevant areas. On site staff are required to replace anti-static work clothes, turn off all communication equipment, turn off vehicles, and prohibit carrying fire sources in accordance with relevant safety requirements, and strictly comply with other requirements of the inspected unit.
4计算油气空间现场检测人员先记录加油站内的实际库存油量,计算油气空间,查表得出非常小剩余压力,了解被测油站油气回收装置的设计方式(集中式或分散式、有源阀门或无源阀门等),确定油罐是否连通,再确定相应的现场操作步骤。5集中式油气回收装置需打开卸油口若是集中式油气回收装置,检测开始前需打开卸油口处的油气回收总阀或打开量油口球阀,卸去油气回收管线和油罐内的负压,以利于检测(分散式则不需要),负压卸掉后关闭开启的阀门。

For centralized oil and gas recovery devices, the oil discharge port needs to be opened. If it is a centralized oil and gas recovery device, the oil and gas recovery main valve at the oil discharge port or the oil measuring port ball valve should be opened before the detection starts to remove the negative pressure in the oil and gas recovery pipeline and oil tank for easy detection (not required for decentralized devices). After the negative pressure is removed, the open valve should be closed.
6检查加油机油气回收各个阀门检查各台加油机的油气回收的汇总分阀是否正常开启,油气回收检测端口阀门是否关闭(针对分散式装置该工作只对同一回收管线操作),关闭真空泵进口阀门,开启旁路液相阀和油气回收地罐检测口阀门(针对有源阀门必需由安装人员去掉浮球使真空泵无法形成真空,即让油气回收管线与油罐联通,严禁现场检测操作人员进行此操作,有危险)。
6. Check the oil and gas recovery valves of each refueling machine to ensure that the collection and distribution valves for oil and gas recovery are properly opened, and that the oil and gas recovery detection port valves are closed (for decentralized devices, this work only operates on the same recovery pipeline). Close the inlet valve of the vacuum pump, open the bypass liquid-phase valve and the oil and gas recovery tank detection port valve (for active valves, the installation personnel must remove the float to prevent the vacuum pump from forming a vacuum, that is, to connect the oil and gas recovery pipeline with the oil tank. It is strictly prohibited for on-site inspection operators to perform this operation, as it is dangerous).
7检测设备密闭性自检将检测设备(氮气瓶、压力调节阀、检测标准装置、软管)按要求连接,软管出口端与油气回收检测端口相连,按照设备自检程序进行检测设备密闭性自检,如有泄漏现象排除故障后,重复自检程序,直至设备无泄漏情况下打开油气回收检测端口阀门,准备开始检测。
7. Self check the airtightness of the testing equipment. Connect the testing equipment (nitrogen cylinder, pressure regulating valve, testing standard device, hose) as required, and connect the outlet end of the hose to the oil and gas recovery testing port. Follow the equipment self check procedure to perform the airtightness self check of the testing equipment. If there is any leakage, eliminate the fault, repeat the self check procedure until there is no leakage in the equipment. Open the oil and gas recovery testing port valve and prepare to start the test.
三、加油站油气回收检测工作内容01气密性检测选择一台距离油库非常远的加油机为密闭性检测点,安装好设备后接地,开启检测设备预热后,查看是否正常,气瓶内氮气量是否满足使用要求(一般情况备用一支40L满气瓶),压力调节阀是否工作正常,设置检测设备,填写相关信息,开始进行密闭性检测,按设备操作程序进行(注:压力调节阀的出口要求始终保持在35KPa)。若发现油气回收装置的管线有明显泄漏(关闭检测装置软管出囗端进气阀,管线内压力正常增加视为无泄漏或微泄漏),停止工作由油气回收装置的安装人员查找漏点进行密封后,重复进行密闭性检测(注:管线泄漏问题应在现场操作前由安装方自检,非特殊情况不做现场查漏重检,直接视为该站油气回收装置密闭性项目不合格)。开启回气口,剩余压力回初始值,检测数值有效,正常检测程序完成后,将数据直接在设备内保存。如现场具有多个独立系统,每各系统需重复以上密闭性检测,步骤相同。02液阻检测对每一台有回气管路加油机进行液阻项目检测前,需打开卸油口处的油气回收总阀或打开量油口球阀,使管线和油罐能够正常排压,按液阻检测步骤检测,氮气流量调节时氮气瓶压力调节阀的出口要求始终保持在35KPa,流量调节针阀尽量微调,流量稳定后再开始检测,程序完成后,记录相关数据。03气液比检测前两项目检测完毕后,进行第三项气液比检测。气液比:加油时收集的油气体积与同时加入油箱内的汽油体积的比值。各种加油油气回收系统的气液比均应在大于等于1.0和小于等于1.2范围内。
3、 Gas station oil and gas recovery testing work content 01 Airtightness testing: Select a gas machine that is farthest from the oil depot as the tightness testing point. After installing the equipment, ground it, preheat the testing equipment, and check whether it is normal. Check whether the nitrogen content in the gas cylinder meets the usage requirements (usually a 40L full gas cylinder is reserved), whether the pressure regulating valve is working properly, set up the testing equipment, fill in relevant information, start the tightness testing, and follow the equipment operation procedure (note: the outlet of the pressure regulating valve should always be kept at 35KPa). If there is a significant leakage in the pipeline of the oil and gas recovery device (close the inlet valve at the hose outlet of the detection device, and the pressure inside the pipeline increases normally, it is considered as no leakage or slight leakage), stop working and have the installation personnel of the oil and gas recovery device search for the leakage point and seal it. After that, repeat the tightness test (note: pipeline leakage problems should be self checked by the installation party before on-site operation, and on-site leakage re inspection should not be carried out unless under special circumstances, which is directly considered as the tightness project of the oil and gas recovery device at this station is unqualified). Open the return port, the remaining pressure returns to the initial value, the detection value is valid, and after the normal detection program is completed, the data is directly saved in the device. If there are multiple independent systems on site, each system needs to repeat the above airtightness testing with the same steps. Before conducting liquid resistance testing on each refueling machine with a return gas pipeline, it is necessary to open the oil and gas recovery main valve at the discharge port or open the oil measuring port ball valve to allow the pipeline and oil tank to discharge pressure normally. Follow the liquid resistance testing steps to test. When adjusting the nitrogen flow rate, the outlet of the nitrogen cylinder pressure regulating valve should always be maintained at 35KPa, and the flow regulating needle valve should be fine tuned as much as possible. After the flow rate is stable, the testing can begin. After the program is completed, record the relevant data. After the first two items of gas-liquid ratio testing are completed, the third gas-liquid ratio testing is carried out. Gas liquid ratio: The ratio of the volume of oil and gas collected during refueling to the volume of gasoline added to the tank at the same time. The gas-liquid ratio of various refueling oil and gas recovery systems should be within the range of 1.0 or greater and 1.2 or less.
根据实际情况(现场场地满足要求、安全情况合格时),为不长时间的影响被测单位经营,可以考虑气液比检测和经营同步进行(此种安排也是接近于加油站实际工作状况,有利于真实反应油气回收装置的适用性)。

气液比检测时要求对每一条枪逐条进行,选择相应的油枪适配器,将适配器与加油枪紧密安装后开始检测程序,如检测数据不合格,现场可以安排安装人员调试比例调节阀后重检,如重检还是不合格视为该项目不合格,数据合格后记录数据。
When conducting gas-liquid ratio testing, it is required to test each gun one by one, select the corresponding oil gun adapter, tightly install the adapter with the refueling gun, and start the testing program. If the test data is not qualified, the installation personnel can be arranged on site to debug the proportional control valve and retest. If the retest is still unqualified, it will be considered that the project is unqualified. After the data is qualified, the data will be recorded.
气液比项目检测时应将同一加油机的同一油品安排在一起进行,便于油品回罐,现场检测时和油品回罐时应将检测罐接地防止产生静电,每台加油机的每一条汽油枪检测完成后,宣告整个检测工作完成。四、加油站油气回收检测结果处理经检测不符合要求的加油站油气回收系统,发给检测结果通知书,注明不合格项目,并予以明显标记,要求整改后重新检测。

五、检测周期根据《加油站大气污染物排放标准》(GB20952-2020)要求,油气回收系统每年至少进行1次检测。
