新增煤化工企业及储罐区、装船系统的油气回收要求!GBT 50759-2022 油气回收处理设施技术标准

  1.适用范围涵盖石油化工、煤化工企业及石油库工程中易挥发性可燃液体物料(真实蒸汽压>7.9kPa(A))储存和装载系统的油气回收处理设施设计。明确苯、甲苯、二甲苯等高危物料的储存及装载系统必须设置油气回收处理设施。

  1. The scope of application covers the design of oil and gas recovery and processing facilities for the storage and loading systems of volatile and flammable liquid materials (real vapor pressure>7.9kPa (A)) in petrochemical and coal chemical enterprises, as well as oil storage projects. The storage and loading system for high-risk materials such as benzene, toluene, and xylene must be equipped with oil and gas recovery and treatment facilities.

  - 储罐区:区分“直接连通”和“单罐单控”两种收集方式,装船设施需设置船岸安全装置(含快速切断阀、含氧量检测等)

  -Tank area: distinguish between "direct connection" and "single tank single control" collection methods, and ship loading facilities need to be equipped with shore safety devices (including quick shut-off valves, oxygen content detection, etc.)

  - 装载系统:装车/装船油气收集管道应设切断阀,装船栈桥根部陆域侧需设远程控制切断阀(距码头前沿≥20m)

  -Loading system: The oil and gas collection pipeline for loading/shipment should be equipped with a shut-off valve, and a remote control shut-off valve should be installed on the land side at the root of the loading dock (at least 20m away from the dock front)

  回收/处理装置:

  - 油气浓度>30g/m时宜采用回收装置(吸附、吸收、冷凝等物理方法);≤30g/m时宜采用处理装置(燃烧、氧化等化学方法)

  - 装置设计规模应考虑110%超负荷运行能力,适应油气浓度波动

  安全与环保:

  - 管道设计压力≥1.0MPa,真空管道≥0.1MPa外压,阀门、管件材质需与管道匹配

  - 尾气排放需满足国家有机气体控制指标,换热器压降≤300Pa,凝缩液禁止排入污水系统

  适用范围扩展新增煤化工企业及储罐区、装船系统的油气回收要求,解决原标准覆盖不全问题。安全措施强化明确储罐区和装船设施的防爆、防雷、防静电设计,新增吸附罐失电保护、反应器超温联锁等条款。环保指标升级尾气排放限值与现行环保标准联动,推动低碳技术应用。
